Enforcement Officer Tsumura is stabbed while serving an eviction notice to a Vietnamese resident. Ochiai, an assistant judge who prioritizes documentary evidence, claims the eviction order she issued was apt and that the fault lies with Tsumura's carelessness. Valuing witness testimony, Ando proposes a court-led investigation into the motive behind the stabbing, but Ochiai objects.

Kazuma Akiba is executed for the murder of a family of four. Twenty-five years after the incident, Akiba's daughter seeks a retrial with new evidence, claiming her father's innocence.
